Introductory note:
Randall Schweller's name is well known to those familiar with international-relations theory. Schweller's first book, Deadly Imbalances: Tripolarity and Hitler's Strategy of World Conquest (1998), was based on his Columbia University dissertation. His second book, Unanswered Threats (2006), also dealt with balance-of-power issues, focusing on instances of so-called underbalancing. As mentioned before on this blog, in recent years Schweller's attitude toward the conventional versions of Realist international-relations theory has become much more critical (see his 2014 book Maxwell's Demon and the Golden Apple). In this guest post, Peter T. looks back at Schweller's first book Deadly Imbalances, offering some thoughts on the book and on the enduring problem of the relation between theory and history. I have added one sentence in brackets. -- LFC

Schweller's theoretical argument starts from Waltz's classic Theory of International Politics (1979). Schweller acknowledges the validity of criticisms that Waltz's theory, modelled explicitly on economic theories of the market, is "too abstract to generate useful hypotheses about specific foreign-policy behaviour." By adding a number of other factors Schweller hopes to bring theory into a closer approximation to reality. [By contrast, Waltz's view is that, within certain limits, a theory's "[e]xplanatory power...is gained by moving away from 'reality,' not by staying close to it." (Theory, p.7)]
The argument of Deadly Imbalances centers on the lead-up to and conduct of World War II. Schweller argues that in the late 1930s, the world was effectively tripolar, with the U.S., the Soviet Union, and Germany the central players. This requires that Schweller establish a more nuanced hierarchy among states than a simple division into Great Powers and others. So from the classic IR world we go to a world of Poles, Lesser Great Powers, middle powers, and others. Further, states are no longer simply status quo or revisionist in their aims, but status quo, revisionist or neutral (the U.S. up to 1941). Revisionist powers can have limited or unlimited aims, and states' strategic choices are not just about balancing but also buck-passing, band-wagoning, binding, distancing or engagement.
Not all these strategies are realistic options for all states, but each state has sufficient choice that, in combination with their power status and aims, there are a myriad of potential outcomes. And this is the problem with the approach: as Schweller adds new factors his theoretical base becomes less like an explanation and more like a description. And, as the book proceeds, the theory gives way to what looks very like old-fashioned diplomatic-military history. It is a long way, for instance, from calculations about the overall balance of power to Hitler's belief that shipping constraints would prevent effective U.S. intervention in the European war.
In this way the book falls between two stools. The theory illuminates very little of the complex forces at play, while the exploration of the detail draws almost entirely on secondary sources and has dated rapidly.
A second issue is that Schweller's theory, like Waltz's, assumes that states have a clear and relatively accurate view of their own and others' power. Schweller goes into some detail on the strengths of the various Poles and Lesser Great Powers, using the Correlates of War (COW) project estimates of power. For the period, these are a composite of industrial production, population, and military strength. Yet, as Schweller details, all states made major errors in estimating their own and other's power. And all considered not just these factors but many others -- national morale and political cohesion, geographic position, financial resources, allies and sympathisers, operational proficiency, military technology and more.
As an instance, the COW rankings put Great Britain well behind Germany in the '30s. Yet Great Britain had an overwhelming advantage at sea, the backing of the dominions (most of whom disposed of considerable military and industrial resources), its position as the second financial centre of world trade, and the manpower and other resources of India. Moreover, Great Britain's economy was more advanced than that of Germany (with its still large agricultural sector) and, of course, Britain had the advantage of being an island with free access to the Atlantic. Britain worried about the German army and air force; Germany worried about British financial pressure, grip on overseas trade, ability to call on colonial and imperial resources and on U.S. support. Germany had an immediate superiority, Britain an ultimate one. These are not commensurate capabilities, to be summed into two numbers and compared.
Again, Germany's attack on the Soviet Union was predicated on the certainty that German operational proficiency and Soviet political weakness would more than compensate for superior Soviet numbers, the effects of distance, and German logistic shortfalls. Soviet calculations were, of course, in the reverse direction.
The inability to exactly define or measure power is a central problem for IR theories. A major reason that wars happen, as Geoffrey Blainey (in The Causes of War) pointed out, is that states are uncertain of their relative power. Clausewitz likened battle to cash settlement in commerce -- the moment when true credit-worthiness is tested and revealed. Likewise, war usually provides a moment of clarity about relative power. In the absence of a recent test, all parties are left to manoeuvre in uncertainty.
And this uncertainty extends to defining who are the major players. In the '30s the U.S. preponderance of industrial and financial power was widely acknowledged. Yet how this translated into international influence given U.S. isolationism, its distance from Europe, and the small size of its army left a lot of room for error. In some areas the U.S. was a major force, in others a minor player. The same could be said of the Soviet Union, China, Japan and Italy. It is this zone of uncertainty that gives rise to alterations in the ranks of the Great Powers -- the sources of their strength go unrecognised until revealed in some contest, rendering previous calculations and strategies moot.
So Schweller's Deadly Imbalances is an interesting, and not unrewarding, read. Its strength is his willingness to engage with the detail; its weakness the inability of abstract theory to explain that detail in any convincing way. It is a general weakness of grand theory in this area of study.

Waltz and his legacy: a few reflections
I feel I should add my two cents to the torrent of IR-blogospheric comment on the late Kenneth Waltz, if only to justify my existence as a blogger. I never met Waltz[*] but like virtually every student of international relations I have read his two key books (not the third one). This post is basically a spur-of-the-moment thing, not the product of sustained thought, and it should be read with that in mind.
Man, the State and War (1959), hereafter MSW, and Theory of International Politics (1979), hereafter TIP, are rather different kinds of books, even if they both endorse a "structural" view of international politics. MSW is an analysis of what Great Thinkers in the (mostly) Western tradition have said about the causes of war. The book famously sorts these writers into three camps: those who locate the causes of war in human nature ("the first image"), in the characteristics of individual states ("the second image"), or in the 'anarchical' (meaning, essentially, no-world-government) structure of the international system ("the third image"). Waltz concludes that the third-image view is the most convincing, famously declaring that (to paraphrase him) wars occur because there is nothing to prevent them.
MSW is a very perceptive book that treats a subject of intrinsic interest, and for that reason it will continue to be read. But apart from the fact that (some) students are still required to read it, I doubt it exercises all that much influence over the field today. Few Ph.D. candidates in political science who "do" International Relations will write a dissertation these days about what this or that Great Thinker has said about the causes of war. Such dissertations are still written but I think they are rare, especially in the United States. Someone who is interested in both political/social theory and international relations is more likely nowadays to do what might be called critical disciplinary history (which is, for example, what Daniel Levine's book Recovering International Relations is, or so I gather from hearing him speak about it on one occasion before it was published). Disciplinary history is, obviously, about the development of the discipline or the field of International Relations; it is rather inward-focused. Waltz's MSW is not disciplinary history in this sense. That is not at all to criticize MSW, merely to note the difference.
The other aspect of MSW perhaps worth mentioning is that the phenomenon with which it was concerned, namely traditional interstate war, is now increasingly rare. When MSW was published in 1959, the Korean War had ended only six years before, World War II only fourteen years before. The Cold War was in full swing and there was no guarantee that it would not become hot. Today, although wars are, unfortunately, still with us, traditional interstate wars have become unusual events (the last really big one was the Iran-Iraq war of the 1980s), and wars directly between two or more great powers are unheard of. Uncovering the causes of interstate war had an urgency in the 1950s which, at least arguably, it no longer has. The 'hot topic' now is civil war, as will be apparent to anyone who glances through the list of political science dissertations completed in 2012 (in the U.S.) that was recently published in PS. I am not saying MSW is passé or no longer relevant; it will always be 'relevant' because its subject is of intrinsic interest, meaning it has inherent interest regardless of what is going on in the world, just as the study of history has intrinsic interest regardless of what is going on in the world. I'm simply observing that the focus of attention in the field seems to have shifted to other things.
Turning now to Theory of International Politics. The reverberations of TIP are still being felt in the field in a much more direct way than those of MSW. The emphasis in TIP on the "shaping" influence of structure -- meaning, in essence, the distribution of capabilities (power) among states under anarchy -- is still a starting point for many, though by no means all, scholars of international politics. However, TIP has come under several different kinds of criticism since it was published -- in fact, too many to catalog exhaustively here. A sampling: Ruggie charged that Waltz in TIP ignored questions of historical change and transition between different kinds of state system, something the English School had always been more attuned to, while Wendt criticized Waltz for not seeing that 'power' and 'interest' are mostly made up of ideas and that the effects of power accordingly depend on the distribution of ideas in the system. Other writers threw doubt on the notion of 'anarchy' and the states-under-anarchy model. And finally (for the non-exhaustive purposes of this post), many have criticized what is perhaps the central substantive proposition of TIP, namely the argument that balances of power recurrently form and that, in Waltz's words, "if there is any distinctively political theory of international politics, balance-of-power theory is it." The other major aspect of TIP was Waltz's views on what 'theory' is; his epistemological-methodological position continues to be both influential and controversial, but I will pass over it here.
Despite all the criticisms, TIP will remain required reading for students, if only so that they can follow the flood of critiques it unleashed. The appearance as recently as 2011 of a collection of essays about Waltz's work, Realism and World Politics (ed. Ken Booth), suggests that Waltz's writings will continue to generate interest and discussion for quite some time to come and will continue to be seen as canonical works in the field.

A new version of structural realism
In their recent article "The Struggle for Autonomy: A Realist Structural Theory of International Relations," International Studies Review v.14, Dec. 2012, pp.499-521 [gated; abstract here], Richard Harknett and Hasan Yalcin propose "a new variant" of structural realism (p.499).
Harknett and Yalcin (H&Y) replace the struggle for power (or the struggle for power and peace, as Morgenthau's famous subtitle has it) with a 'struggle for autonomy'. Rather than assuming that states always want power or security, H&Y say that the only motive that can be derived from structure -- i.e. from 'anarchy' (lack of a central authority) and the distribution of capabilities -- is a desire "to possess the capacity to act in a sustained manner that preserves and enhances [units'] capacity to act into the future -- they merely want to remain autonomous" (p.506; italics omitted). However, if units (states or non-state actors) don't survive they can't remain autonomous, a point to which I'll return.
Before getting into the weeds, I'll try to give a brief overview of H&Y's approach. Some of their points, when put simply, seem cogent clear enough, if debatable. A problem with the article, though, is that the points are usually not put simply but wrapped up in verbiage and often inelegant sentences. (In some -- not all -- scholarly IR journals, there seems to be no copy-editing to speak of, which means that stylistically everything is left to the authors.)
H&Y argue that states respond to shifts in the distribution of power by adjusting their behavior, based on a calculation of what they want and what they think it's possible to get. When one state has a much larger share of power than all the rest, the other states will not embark on a likely fruitless revisionist quest to change the system. Rather, they will maneuver within it, seeking to enhance their freedom of action without directly challenging the leading state. (This, incidentally, is close to the situation Stephen Walt describes in Taming American Power, a book H&Y don't cite.) Conversely, when the distribution of capabilities is more even, states, H&Y say, will seek to advance their positions more directly and less subtly, leading to the likelihood of intensified security dilemmas and increasing the chances of major war. Put in this way, the argument is plausible enough to be tested, at least in a loose sense, through historical inquiry. The authors don't undertake such a test, though they do have a brief section at the end applying their theory to the Cold War, which they split into three periods characterized, they say, by different distributions of power between the U.S. and USSR.
The authors distinguish their approach from the extant varieties of structural realism, i.e. defensive and offensive realism, on the grounds that those approaches supposedly assume invariant state motivations (i.e., states always seek to maximize either security or power). According to H&Y, both defensive and offensive realism have erred by taking motives as given, rather than seeing motives as shaped by structure. They write:
H&Y insist that "one could assume a survival motivation" only in "an environment with no opportunity but full of threats" (p.509). The problem here, however, is that the word "motivation" has more than one meaning. "Motive," according to the dictionary I have at hand, can mean "some inner drive, impulse, intention, etc. that causes a person to do something or act in a certain way," but "motive" can also mean simply a "goal." And units can have a goal of surviving regardless of whether the environment is threatening or non-threatening. Indeed, as I mentioned before, a unit that doesn't survive obviously can't remain autonomous. In this sense autonomy presupposes survival. Now it is true that the rate of state death in the present international system is very low and thus survival is not often a motive in the causative meaning of "motive"; but survival can remain a goal even when the desire to survive is not an immediate driver of behavior. H&Y seem wrong to assert that the "traditional realist-ascribed motive of survival implies a logic in which helpless states would eventually require the delegation of state autonomy to a higher authority in a fearful environment populated by units wishing for survival" (p.509). Where do they get the notion that states in a "self-help" system are or may become "helpless"? It doesn't follow.
H&Y proceed to distinguish between "diffuse" and "concentrated" power structures. In diffuse power structures, a category that includes both bipolarity and multipolarity, gaps in power between units are relatively small; in concentrated power structures, as one might guess, power gaps are large and one unit is clearly more powerful than the rest. Diffuse structures are more war-prone, they argue, and against Waltz they maintain that bipolar systems (and balanced multipolar systems) are not more stable than the alternatives. They write:

Reading "The Struggle for Autonomy" raises, among other questions, the issue of what is the most promising direction for realist (or realist-inflected) theorizing about international politics. In their first footnote the authors say that "neo-classical realists with their multi-causal and multi-level frameworks are increasing the number of factors across the realist paradigm. This is a degenerative process from a structuralist perspective." Yet neoclassical realism emerged precisely because structural realism is limited both in what it can explain and how well it can explain it. Waltz's main substantive generalization -- that given states-under-anarchy there is a strong tendency toward balancing -- has received sustained and quite persuasive criticism, and Mearsheimer's view that supposed uncertainty about intentions pushes great powers to act aggressively (albeit calculatedly) to each other is, if anything, even more questionable. Harknett and Yalcin think the problem, in effect, is that Waltz and Mearsheimer are not structural enough. But is this indeed the problem, or does it rather lie in structural realism's inability to take into account factors that matter -- domestic politics, regime type, ideology, bargaining, to name several? Parsimony is not desirable if parsimonious theories can't explain important outcomes.
Neoclassical realists bring in perceptions and domestic politics not because they want a "hybrid" theory for its own sake but in order to explain outcomes more satisfactorily. Even sticking with H&Y's example of the Cold War, as Lobell et al. observe (see the introduction to this edited volume) the system's structure by itself can't explain why the U.S. after 1945 opted for containment rather than "competitive cooperation" with the USSR. (In the interest of keeping this post shorter than a mini-treatise, I will not go into H&Y's discussion of the Cold War in detail. Suffice to say it is open to criticism.)
In short, it's far from clear, at least to me, that a "refinement of structural realism" (H&Y, p.499) in an even more structural direction is the way to go. To be more direct, I think it's not. Those interested in these matters can of course read the article and reach their own conclusions.
Added later: There is another issue (well, lots of them but one I should have mentioned): The decreased likelihood of major war in the present period may have very much less to do with structural factors (i.e. with the "concentrated" power structure) and much more to do with long-term trends and factors that are not structural. Since I've discussed this fairly extensively elsewhere on the blog (see the "decline of war" label under topics), I won't harp on it further here.

[S]tructure shapes not only behaviors but also identities and orientations of agents. In offensive and defensive realist theories, state identities and motivations are defined and assumed independently from the shaping power of structural factors. States are taken to have a specific motivation whatever the constraints and opportunities of structural conditions. Structure does not affect the survival motivation in neorealist theories of IR, which assume that even if there is no direct threat to state survival, it is a survival instinct that is driving action. In contrast, in the structural autonomy theory developed here, units rearrange not only their behaviors, but also their identities and motivations in response to the distribution of power (p.502; italics in original).The description of structural realist theories in this passage is not, I think, entirely accurate. There is more going on in offensive realism than "a survival instinct." True, Mearsheimer does write that "the only assumption dealing with a specific motive that is common to all states says that their principal objective is to survive" (The Tragedy of Great Power Politics, p.32), but in an endnote (p.414, n.8) he writes: "Security concerns alone cannot cause great powers to act aggressively. The possibility that at least one state might be motivated by non-security calculations is a necessary condition for offensive realism, as well as for any other structural theory of international politics that predicts security competition."
H&Y insist that "one could assume a survival motivation" only in "an environment with no opportunity but full of threats" (p.509). The problem here, however, is that the word "motivation" has more than one meaning. "Motive," according to the dictionary I have at hand, can mean "some inner drive, impulse, intention, etc. that causes a person to do something or act in a certain way," but "motive" can also mean simply a "goal." And units can have a goal of surviving regardless of whether the environment is threatening or non-threatening. Indeed, as I mentioned before, a unit that doesn't survive obviously can't remain autonomous. In this sense autonomy presupposes survival. Now it is true that the rate of state death in the present international system is very low and thus survival is not often a motive in the causative meaning of "motive"; but survival can remain a goal even when the desire to survive is not an immediate driver of behavior. H&Y seem wrong to assert that the "traditional realist-ascribed motive of survival implies a logic in which helpless states would eventually require the delegation of state autonomy to a higher authority in a fearful environment populated by units wishing for survival" (p.509). Where do they get the notion that states in a "self-help" system are or may become "helpless"? It doesn't follow.
H&Y proceed to distinguish between "diffuse" and "concentrated" power structures. In diffuse power structures, a category that includes both bipolarity and multipolarity, gaps in power between units are relatively small; in concentrated power structures, as one might guess, power gaps are large and one unit is clearly more powerful than the rest. Diffuse structures are more war-prone, they argue, and against Waltz they maintain that bipolar systems (and balanced multipolar systems) are not more stable than the alternatives. They write:
In what in Waltzian terms would be considered a balanced system, states will feel less threatened (or more secure), but this does not translate into behavior promoting stability. Since the primary motivation is not security (or survival) but autonomy, "balanced" systems will not necessarily be stable, but rather have strong structurally induced incentives to change the power structure (and the relative distributions within it) to gain autonomy. The Cold War behavior of the two superpowers became more change-oriented during periods in which their power was more "balanced" with each seeking a breakout capacity via military technology, additional allies, exploitation of minor states (the competition over the Third World), or expanded realms of competition (the Space Race). The structure, itself, induced intense change-oriented policy, not stability-seeking on the part of the superpowers. (p.514)This is interesting, but there is at least one problem with the argument in this section: H&Y maintain that a diffuse power structure decreases autonomy ("the very existence of other actors with equal capabilities decreases the level of autonomy for all" -- p.514), but it's not clear why this should be the case given their definition of autonomy, quoted above, as "the capacity to act in a sustained manner that preserves and enhances...capacity to act into the future" (p.506). What seems to happen in this part of the argument is that H&Y take autonomy to mean the degree of a unit's freedom of action, but that's not how they define autonomy at the beginning of the piece.

Reading "The Struggle for Autonomy" raises, among other questions, the issue of what is the most promising direction for realist (or realist-inflected) theorizing about international politics. In their first footnote the authors say that "neo-classical realists with their multi-causal and multi-level frameworks are increasing the number of factors across the realist paradigm. This is a degenerative process from a structuralist perspective." Yet neoclassical realism emerged precisely because structural realism is limited both in what it can explain and how well it can explain it. Waltz's main substantive generalization -- that given states-under-anarchy there is a strong tendency toward balancing -- has received sustained and quite persuasive criticism, and Mearsheimer's view that supposed uncertainty about intentions pushes great powers to act aggressively (albeit calculatedly) to each other is, if anything, even more questionable. Harknett and Yalcin think the problem, in effect, is that Waltz and Mearsheimer are not structural enough. But is this indeed the problem, or does it rather lie in structural realism's inability to take into account factors that matter -- domestic politics, regime type, ideology, bargaining, to name several? Parsimony is not desirable if parsimonious theories can't explain important outcomes.
Neoclassical realists bring in perceptions and domestic politics not because they want a "hybrid" theory for its own sake but in order to explain outcomes more satisfactorily. Even sticking with H&Y's example of the Cold War, as Lobell et al. observe (see the introduction to this edited volume) the system's structure by itself can't explain why the U.S. after 1945 opted for containment rather than "competitive cooperation" with the USSR. (In the interest of keeping this post shorter than a mini-treatise, I will not go into H&Y's discussion of the Cold War in detail. Suffice to say it is open to criticism.)
In short, it's far from clear, at least to me, that a "refinement of structural realism" (H&Y, p.499) in an even more structural direction is the way to go. To be more direct, I think it's not. Those interested in these matters can of course read the article and reach their own conclusions.
Added later: There is another issue (well, lots of them but one I should have mentioned): The decreased likelihood of major war in the present period may have very much less to do with structural factors (i.e. with the "concentrated" power structure) and much more to do with long-term trends and factors that are not structural. Since I've discussed this fairly extensively elsewhere on the blog (see the "decline of war" label under topics), I won't harp on it further here.

The decline of war (Part I)
Joshua Goldstein's piece in Foreign Policy, based on his new book Winning the War on War, will interest a lot of readers, not only IR types. In this post -- the first of a two-part discussion -- I will make some brief-ish comments on his Foreign Policy article. The second part of this discussion, which will appear in due course, will contain some broader ruminations about the relationship between global politics and global economics (no small, narrow subjects here, folks!).
Goldstein observes that the post-Cold War era, and especially the decade just passed, has been remarkably peaceful by historical standards. Citing research done by Lacina and Gleditsch at the Peace Research Institute Oslo, he notes that "the last decade has seen fewer war deaths" -- on average about 55,000 a year -- "than any decade in the past 100 years." Wars of all types, including civil wars, have decreased over the past 20 years.
What accounts for this decline of war? The article hints at a few possible explanations, but it's only at the end that Goldstein mentions what I'm inclined to believe is the most basic and consequential of the possible causes.
He writes that "armed conflict has declined in large part because armed conflict has fundamentally changed. Wars between big national armies all but disappeared along with the Cold War, taking with them the most horrific kinds of mass destruction." No doubt in the book Goldstein gives figures on how many "wars between big national armies" -- i.e., conventional interstate wars -- there were during the Cold War. The last war directly between great powers was either the Korean War or World War II (depending on whether you think China qualified as a great power at the time of the Korean War), and as Goldstein notes, the Korean War "effectively ended nearly 60 years ago." So there has not been a great-power war since either 1953 or 1945, depending on one's definitions. The end of the Cold War may have contributed to a change in the character of armed conflict, but the more basic change, I would suggest, is that great-power war as an 'institution' of international society seems effectively to have ceased to exist. [P.s. Of course some people thought the same thing in the period before 1914 and they turned out to be wrong, to put it mildly. But the situation is not analogous, for reasons I can go into in the comments or elsewhere, if anyone is interested.]
Why? Could shifts in the balance of power have something to do with it? Goldstein observes that "relative U.S. power and worldwide conflict have waned in tandem over the past decade," adding that the "best precedent for today's emerging world order may be the Concert of Europe...." The idea that a great-power concert, which today would include of course certain non-European powers, might be emerging (or might have already emerged) is not new. However, the heyday of the Concert of Europe (if I remember right) didn't last all that long (roughly, between the end of the Napoleonic wars and the Crimean War) and its operation was based in large part on shared reactionary values among the main European powers. This could be seen as either a pedantic irrelevancy or as casting some doubt on its suitability as an analogy, depending on one's inclination.
At the end of the piece Goldstein mentions that norms about war have changed, and this seems to be at the heart of the matter. Not only have norms about the protection of civilians changed; as J. Mueller, C. Fettweis, and others have argued, there is reason to think that great-power wars have become normatively unacceptable to great powers themselves. If correct, this is of course consonant with the main lines of Goldstein's argument, even if the emphases may differ somewhat. Btw, I'm sure his book (which I have not yet seen) goes into much greater detail, so readers interested in the subject should consult it rather than just the FP article.
Another p.s.: The decline of war also connects in a particular way with Foucault on biopower (oh no! I hear you crying), something which I learned a while back from a discussion on another blog. I'll get to this later (good, I hear you saying. In fact, why not make it never). Tsk, tsk, why can't the IR types all get along?

Get ready for a multipolar world
Last November's report by the U.S. National Intelligence Council, "Global Trends 2025: A Transformed World," got some press attention, but it would have gotten more had it been released in a non-election year and month. In the current Atlantic, Benjamin Schwarz, an articulate proponent of a substantially smaller American global military-political footprint (a/k/a offshore balancing), reminds people of the report's forecast of a large shift in relative power from West to East, as China and India come to take more prominent positions on the world stage. Schwarz also points out that Pres.-elect Obama's foreign-policy statements to date are in many respects consistent with the established approach of trying to maintain U.S. leadership/hegemony and resist the onset of genuine multipolarity. Such resistance, Schwarz suggests, will prove both futile and counterproductive.

On the Great Powers
Nick at Worlds Apart has two thoughtful posts on great powers in the early 21st century. Reading these posts reminded me that there is no consensus among scholars about exactly how to define 'great power' or exactly which states count as great powers. To a large extent, however, the disagreements are probably more terminological than real.
Nick argues for three categories: 'global great power' (a category currently occupied only by the U.S.), 'regional great powers,' and 'global middle powers'. To be a 'global great power', he says, a state must meet five criteria: 1) dominate its region; 2) have a first-class military, including secure nuclear second strike capability, and an economy to support the military establishment; 3) wield 'soft power'; 4) have a political system that major domestic actors see as legitimate; and 5) be recognized as a great power by other states, as reflected in holding key positions in international institutions. Of these criteria, the only one I might quarrel with is number 4, though I would not want to press the point too hard. Two of these criteria, numbers 3 and 5, suggest that being a 'global great power' requires a certain amount of prestige. Prestige is itself a contested concept and there is disagreement about whether and how states compete for it (whatever 'it' is, exactly).
So, who counts as a regional great power, to use Nick's phrase? I would say China, India, the EU, Japan, and Russia. These five plus the U.S. account for a bit more than half the world's population, three-quarters of global GDP, and 80 percent of defense spending (R. Haass, "The Age of Nonpolarity," For. Aff., May/June '08, p.45). Of these five, China and India are 'rising powers,' while the positions/trajectories of the EU, Japan, and Russia are more uncertain.
There is one other aspect of the great power role that deserves mention: great powers have, or traditionally have been thought to have, special rights and responsibilities with respect to the maintenance of international peace and security (H. Bull, The Anarchical Society, p.202). Several of the great powers arguably have not been discharging these responsibilities as they should in recent years. The U.S. invasion of Iraq; China's actions in Sudan/Darfur and Tibet and Xinjiang; Russia's war with Georgia -- while these are not 'equivalent,' and while the rights and wrongs of each particular case can be argued, it does seem to be time for the great powers to reacquaint themselves with what one writer (R. Jackson, The Global Covenant, p.173) calls "the moral significance of what is involved in being a great power."

Rome, Babylon, Scarsdale: Does U.S. decline (or the debate about it) matter?
"...Niall Ferguson has observed that American IR scholars and analysts tend to choose alternative words for what is arguably the same imperial behavior, words such as 'unipolarity,' 'great power,' 'superpower,' or 'hegemon.' In contrast to the American empire debate, there has been little political and scholarly debate over whether it is appropriate to characterize the United States as a 'power' both during and after the Cold War. Instead much of the debate about the 'power' label has revolved around its qualifiers. Is the United States a 'great' or 'super' or the 'only' power relative to others? Could it be...a 'hyper' power? Or is it a (gasp!) 'declining' power?"-- Jennifer Sterling-Folker, in International Studies Perspectives 9:3 (August 2008), p.321
"The great wars of history...are the outcome, direct or indirect, of the unequal growth of nations," declared the British geographer Halford Mackinder in 1919. The principle of uneven development, as Lenin called it, means that one should expect the material power of nation-states to ebb and flow as they seize upon (or, as the case may be, fail to exploit) economic, technological, and military innovations. Leading or hegemonic states that have benefited from such innovations must expend large resources to maintain their position, producing economic strains that over time undercut them. As Immanuel Wallerstein put it in a 1994 essay ("Peace, Stability, and Legitimacy, 1990-2025/2050"): "The rise and decline of great powers has been more or less the same kind of process as the rise and decline of enterprises: The monopolies hold for a long while, but they are ultimately undermined by the very measures taken to sustain them. The subsequent 'bankruptcies' have been cleansing mechanisms, ridding the system of those powers whose dynamism is spent and replacing them with fresher blood."
In the United States, however, a significant current of opinion has never accepted that this principle applies to the U.S. On this view, the U.S. is not a "normal" country and is therefore not subject to the historical forces that govern the fates of other societies and nations. The strength of this "exceptionalist" belief accounts for much of the intensity that has accompanied the long-running debate about U.S. "decline".
Roughly two decades ago, Paul Kennedy's The Rise and Fall of the Great Powers helped bring concerns about the erosion of U.S. power into public consciousness. Kennedy asserted that:
[I]t has been a common dilemma facing previous "number-one" countries that even as their relative economic strength is ebbing, the growing foreign challenges to their position have compelled them to allocate more and more of their resources into the military sector, which in turn squeezes out productive investment and leads to the downward spiral of slower growth, heavier taxes, deepening domestic splits over spending priorities, and a weakening capacity to bear the burdens of defense. If this, indeed, is the pattern of history, one is tempted to paraphrase Shaw's deadly serious quip [in Misalliance] and say: "Rome fell; Babylon fell; Scarsdale's turn will come." (p.533)Kennedy emphasized that U.S. decline would be relative and that the changing power balances probably would affect the USSR, as it then was, more than the U.S. He called for American policy makers to "recognize that broad trends are under way and that there is a need to 'manage' affairs so that the relative erosion of the United States' position takes place slowly and smoothly, and is not accelerated by policies which bring merely short-term advantage but longer-term disadvantage."
Not terribly long after Kennedy wrote these words, the USSR dissolved, the Cold War ended, and the first Gulf War took place, all of which appeared to many (though not all) analysts to signal a period of unipolar U.S. dominance, if not the "end of history." Decline was out; triumphalism was in.
But since 9/11, decline has been "in" again. Observers have discerned an "end of the American era" (Charles Kupchan) or what Fareed Zakaria more recently called a "post-American world." Parag Khanna sees the emergence of a tripolar world (China, EU, U.S.). Whether U.S. relative decline is thought to have begun around 1970, as Immanuel Wallerstein has argued, or more recently, the prescriptions tend to be similar, and very close to Kennedy's two-decades-old prescription: in a nutshell, graceful management of an inevitable reduction in power and influence.
This does not go down well in certain quarters: witness, for example, this article by Robert Lieber in the current issue of the journal World Affairs. Rooted as it is in an exceptionalist worldview, Lieber's article not surprisingly dismisses those he calls the 'new declinists'. He argues that China is "America's most serious, and in many respects only true, competitor," but says its emergence as a genuine great power rival "seems very, very unlikely in the near or medium term." This is a questionable judgment, as is Lieber's view that the EU will not be able to arrive at a cohesive foreign and security policy.
Let's step back a bit, however, from the volley of charge and counter-charge. In a review of Parag Khanna's book The Second World ("Guess Who's Coming to Power," New York Times Book Review, 3/30/08), Raymond Bonner writes that "the notion that the United States will not be the world's only superpower, that it will have to share power with Europe and China, will horrify many Americans." It shouldn't. As Paul Kennedy pointed out 20 years ago, the size, population, and resources of the U.S. suggest that its "natural" share of global wealth and power (however "power" is defined -- an issue I defer here), is somewhere around 16 or 18 percent (a figure that might be lower today). A reversion to this "natural" share, Kennedy observed, will still leave the U.S. as a major actor. Moreover, as Wallerstein notes (here), "erstwhile hegemonic powers have not suffered that much in their declining years. They have lived off their accumulated fat, provided they have adjusted to new realities."
Seen in this light, "decline" is perhaps an unnecessarily emotive word for what has been occurring. In a world where the leading powers compete in ways that do not involve war, Mackinder's "unequal growth of nations" is not cause for undue alarm. The notion of "the rise and fall of great powers," suggesting as it does a quasi-apocalyptic fate to be avoided or a titanic struggle to be engaged, is somewhat misleading. This imagery obscures the messy, prosaic daily bargaining that occupies those who run the machinery of the current world order. The needed reforms of this machinery (expansion of the UN Security Council, to take one of many possible examples) will not be advanced by worrying about or debating U.S. "decline." If "hegemonic decline" is part of a cyclical rhythm driven at bottom by economic forces, then it will occur regardless of who says what about it; if it is not, then perhaps it does not merit the ink being spilled over it.
The weight of the evidence suggests that, contra Lieber, a slow erosion of the U.S. position is occurring, but whether this represents a pressing problem is doubtful. If a new administration reorients U.S. foreign policy in a way that now seems likely, many of the issues surrounding the decline debate may begin to appear somewhat less urgent.
