A matter of terminology

Discussing the response of "relatively conservative Americans" to the American Revolution, Henry F. May wrote (in The Enlightenment in America [1976], p.96, endnote omitted):
Conservatives had many qualms, but there was no Thermidor, still less an aristocratic and legitimist reaction like that of Europe in 1815.  There had never been a base for real aristocracy.  The colonial bourgeois elite was not destroyed, only divided and weakened.  Moreover, American conservatives were not romantic reactionaries, but Whigs and moderates.
The last sentence of this passage would seem to contradict Corey Robin's argument in The Reactionary Mind (2011, pb. ed. 2013) that conservative and reactionary are basically interchangeable categories.  But perhaps the difference here is less substantive than terminological.  According to Corey R., the "priority of conservative political argument has been the maintenance of private regimes of power -- even at the cost of the strength and integrity of the state" (p.15; italics added).  It is subordination and hierarchy "in the family, the factory, and the field" (p.15) -- more than in the polity -- that conservatives have been concerned above all to defend.  So if the "conservatives" in America in the 1780s were primarily concerned with 'order' in the public realm, then perhaps, in the framework of The  Reactionary Mind, they were not conservatives at all, but merely traditionalists (see ibid., pp.22-23).

Another point might be that if conservatism in its recognizably modern form(s) arose in response to the French Revolution (ibid., p.43), then, perhaps, no responses to the American Revolution should be classified as conservative.  (And didn't Burke himself favor independence for the American colonies?)

(added later): May, p.99, discussing the Constitutional Convention: "Most of the opposition to the adoption of the completed plan [i.e. the Constitution] reflected no fundamental difference of ideology.... It seems to me doubtful whether the Constitution could have been either framed or adopted if the Convention [of 1787] had been held only a few years later, when the Moderate Enlightenment had been challenged by a new kind of revolutionary ideology and most moderates had become reactionaries."

The just war tradition and sovereignty (book review)

James Turner Johnson, Sovereignty: Moral and Historical Perspectives. Georgetown University Press, 2014. 181 pp. (including bibliography and index).

 

James Turner Johnson is an expert on 'the just war tradition,' and in Sovereignty he considers the co-evolution of ideas about sovereignty and just war.  Indeed the book probably should have been called something like The Just War Tradition and Sovereignty, since that would have more accurately indicated its contents than the title it actually carries.
 

Johnson's starting point is a conception of sovereignty that predates the modern state, one that defined sovereignty "in terms of the moral responsibility of the ruler for the common good of the people governed" (p.2).  Johnson is rather vague about what this meant in practice, but at a minimum a ruler's "moral responsibility" entailed meting out just punishments and protecting the political community from external (and internal) threats.  The 'sovereign', a ruler "without temporal superior," was sometimes required to wage war for these purposes.  This particular notion of sovereignty thus developed in tandem with what Part 1 of the book calls the 'classic just war tradition.'  One probably could also make a case, though Johnson does not do so, that this somewhat paternalistic view of authority traces back, at least in the West, to Plato's description of the guardians in the Republic

In any event, one of the book's main arguments is that this older view of sovereignty, in its concern with the quality of rule and the sovereign's responsibility for the common good, has a moral dimension that the modern view, with its emphasis on territorial integrity and non-intervention, lacks.  Yet some writers, such as Robert Jackson in The Global Covenant and Brad R. Roth in Sovereign Equality and Moral Disagreement, have argued that the principles of territorial inviolability and non-intervention have their own moral foundation, inasmuch as they allow, at least in theory, each 'political community' to shape its own destiny with a minimum of external meddling.  Roth's position is that "...international law's highest and best uses remain those given pride of place in the United Nations Charter: the establishment of a platform for peaceful accommodation among states representing a diversity of interests and values, and the protection of weak political communities from overbearing projections of power by strong foreign states"
(Sovereign Equality and Moral Disagreement, p.5).  By contrast, Johnson is less concerned with "overbearing projections of power" from outside and more concerned that existing sovereignty norms often serve to shield bad behavior by oppressive or murderous rulers.  This in turn raises questions about, among other things, the moral status of state boundaries and state autonomy, questions that Johnson tends to answer only indirectly.

Although there is a nod in the first chapter in the direction of Augustine and "the Augustinian heritage," the book's historical discussion really gets underway with Aquinas, who listed "three requirements for a war to be just: the authority of a prince [auctoritas principis], a just cause, and a right intention" (pp.16-17).  The prince's responsibility was to uphold "the moral order itself" and thereby "the divine will," by punishing injustices and those who had committed them (pp.19, 20).  Aquinas distinguished between rulers who acted in the interest of the political community and 'tyrants' who did not; however, he was not consistent on "how to respond to tyranny" (p.41).

quinas's main concern was jus ad bellum, i.e. the grounds for starting a war, rather than what came to be called jus in bello, i.e. the conduct of a war once begun.  The latter considerations entered the tradition via the writing of Honoré Bonet and Christine de Pisan during the Hundred Years War (1337-1453) (p.43).  These writers "joined the chivalric 'law of arms'" to Aquinas's jus ad bellum requirements, and the "combined conception was then passed on into the debates over warfare in the early modern period" (p.43).  Thus by the fifteenth century, if not before, 'just war theory' already encompassed two basic questions: (1) Under what circumstances is it just to begin a war? and (2) What constitutes just conduct on the battlefield (and in the treatment of noncombatants, prisoners, etc.)?

After discussing Aquinas and several of Aquinas's Neo-Scholastic successors, Johnson moves on to Luther and some other Reformation thinkers, and then to Grotius.  Grotius (drawing on some previous writers such as Vitoria) shifted "the locus of authority to wage just war...from the prince to the commonwealth," with the prince now seen as the polity's agent or representative (p.82).  Grotius also put more emphasis on defense, especially defense of the polity's territory, as a justification for war (p.84).  The political community's right to defend itself is now seen as derivative of the individual right to self-defense, and the authority to act in the community's defense is delegated from its members to the ruler.  

Johnson sees the Grotian emphasis on self-defense as a narrowing of the earlier conception of just war and sovereignty.  Here Johnson takes the traditional view of the Peace of Westphalia, i.e., he regards it as having laid the ground for the close connection between sovereignty and territory that has characterized the modern state system.  However, this view of the Peace of Westphalia has been quite persuasively criticized in recent years.  Older, 'feudal' notions of territoriality and authority clearly persist in the Westphalian treaties; Johnson neither acknowledges this nor quotes any articles of the treaties.  He does say that the shift in focus from the ruler-as-independent-actor to the ruler-as-the-polity's-agent resulted from reading the Peace of Westphalia through a Grotian lens (p.93), but that's a different point.  There's nothing wrong with accepting the dominant linguistic conventions and retaining the adjective "Westphalian" to refer to the current sovereignty regime (or key aspects of it), provided one notes -- as Johnson fails to do -- that its link to the actual provisions of the Peace of Westphalia is rather tenuous, to say the least.       

In the book's second part Johnson discusses issues of contemporary resonance, namely Islamic views of just war (ch. 6) and 'the responsibility to protect' (ch. 7), taking a broad view of the latter.  He is, however, unduly critical of the UN (p.160).  I'm not going to summarize these chapters in any detail here (so readers who are interested in them will have to consult the book).

The brevity of this book is welcome but it comes at a cost: Johnson does not engage with most of the secondary literature on the writers he discusses.  A fairly standard work like Richard Tuck's The Rights of War and Peace is not in the bibliography; nor is Edward Keene's Beyond the Anarchical Society, which connects Grotius to colonialism.  (Nor, with a couple of exceptions, does Johnson reference recent work on sovereignty and territoriality, though it's admittedly somewhat more removed from his main concerns.)  Still, Johnson's core chapters do provide an overview of some of the main lines of thought on just war and sovereignty in the Western tradition.  Rather than adopting the neutral tone of a textbook or survey, Johnson makes a definite argument, and one that might be questioned on certain points; this book is therefore probably best read in conjunction with other treatments of the same general ground that take a different perspective.

Book review: The First Total War

David A. Bell, The First Total War: Napoleon's Europe and the Birth of Warfare as We Know It. Houghton Mifflin, 2007. 420 pp. (including notes, bibliography, and index).


Historians and social scientists do not agree, and likely never will, about when (or how) certain key features of the modern world originated.  One such feature or phenomenon that eludes universally accepted definition and a universally accepted date of origin is "total war."  International-relations scholars these days refer to "major war" or "hegemonic war" but don't use the phrase "total war" much, although Hans Morgenthau had used it, indeed had devoted a chapter to it, in Politics Among Nations.  At any rate, for most people the phrase "total war" brings to mind the world wars of the twentieth century; however, a good case can be made that the kind of war that engulfs whole societies was invented in the era of the French Revolution.  Although various writers have made this point before, in The First Total War David Bell explores it in detail, deftly combining cultural, intellectual, political, and military history.  

The intensification of warfare during the French Revolutionary and Napoleonic period reflected, Bell maintains, a change in the prevailing "culture of war," from one that assumed war was an unexceptional, normal phenomenon to one that viewed war in apocalyptic terms:  "A vision of war as utterly exceptional -- as a final, cleansing paroxysm of violence -- did not simply precede the total war of 1792-1815.  It helped, decisively, to bring it about" (p.316).  He argues that a mindset that demonizes enemies and presents conflicts in stark good-vs.-evil terms continues to affect the way Western societies prosecute wars.  Clearly this argument is influenced, perhaps overly influenced, by the rhetoric of the G.W. Bush administration, during which The First Total War was written.  Bell refers to Carl Schmitt a few times, and those who see the 'war on terror' as a 'Schmittian moment' will find support for their position here.  The book's value, however, lies perhaps not so much in its main thesis as in the wide range that it covers, from works of philosophy to poems and paintings to rhetoric to battles and strategy, and in its effort to draw connections among these.  Most of the book's detail cannot be covered in this post, unfortunately.

The opening chapter describes the aristocratic and relatively restrained character of eighteenth-century warfare (the key word being relatively).  The nobles who dominated European officer corps before the French Revolution viewed their behavior on the battlefield as a kind of elaborate performance, similar in that respect to their behavior on the dueling field, on the dance floor, and (in certain cases) in the bedroom.

According to Bell, this aristocratic ethos took war to be a normal, ordinary part of existence.  During the Enlightenment that assumption came under a dual intellectual assault: on one hand, from various philosophers who saw war as irrational, primitive, and likely to disappear as commerce, civilization, and morality progressed; on the other hand, from writers such as Wilhelm von Humboldt, who called war "one of the healthiest phenomena for the cultivation of the human race" (p.82).  The eighteenth-century nobility generally saw war as neither primitive (in d'Holbach's or Condorcet's sense) nor healthy (in Humboldt's sense), but as something one regularly did between May and October (see p.25).  The two-pronged critique of that view of war gave rise to what Bell calls "a new culture of war in embryo, one grounded precisely in the assumption of war's exceptionality" (p.82).  Add the idealization of the classical (Spartan and/or Roman) ideal of the citizen-soldier, as extolled by Rousseau and Mably and then by various orators in the Revolutionary assemblies, and the ground was prepared for a new style of warfare.  

Revolutionary and Napoleonic France led the way in the adoption of this new unrestrained and often brutal style of war, while the other European powers lagged behind.  And in the case of the counterrevolution in the Vendée and its violent suppression, described vividly in chapter 5, the French turned the brutality on each other.      

As for how and why the Revolutionary wars were launched in the first place, Bell emphasizes the belligerence of the faction known as the Girondins, and especially Jacques-Pierre Brissot.  They thought war would "regenerate" the Revolution.  While some scholars have seen France more as a victim of Austria and Prussia in 1792 than as an aggressor, Bell writes (pp.110-111): "The apparent weakness and chaos within [France] certainly tempted Austria and Prussia to behave more aggressively...but.... [w]hat proved decisive was that an influential group of French radicals [i.e. the Girondins] began to push for aggressive international action, in apparent contradiction of the declaration of peace [by the National Assembly in 1790]."   

After almost 200 pages, Bell turns to Napoleon, discussing Napoleon's character and the cult of personality that he fostered, as well as Napoleon's campaigns.  Even as French forces' often brutal suppression of insurrections in various parts of Europe (notably Spain) blurred or eliminated the civilian/combatant distinction, within France there was "a growing cleavage between military and civilian spheres" (p.217).  The legitimacy of civilian authority was eroded by crises, factionalism, and incompetence, while the citizen army's main loyalty increasingly went to its generals and to Napoleon in particular.  And although Napoleon as emperor was not exactly a military dictator, maintaining a civilian administrative apparatus and keeping or institutionalizing certain features of the Revolution, the influence of militarism on society and culture increased (p.243).  The casualty figures on all sides in the Napoleonic wars (not only from battle but, significantly, from disease) still have the capacity to shock, lending some credence to Metternich's claim in his memoirs that Napoleon told him: "I grew up on the battlefield.  A man like me does not give a shit about the lives of a million men" (p.251; see end-note on p.351).  Yet, as Bell remarks in the epilogue, Napoleon's legend has survived the gore for which Napoleon was responsible: "Julien Sorel [the protagonist of Stendhal's novel The Red and the Black] stands for millions of real men and women who have breathed in [the legend's] intoxicating fumes" (p.307).

Not all historians are inclined to emphasize the discontinuities between the pre-1789 and post-1789 worlds as strongly as Bell does, nor will everyone be fully persuaded by his attempt to connect the Revolutionary and Napoleonic wars to the early twenty-first century.  Some will be irked by his dismissal of "trend analysis" as applied to armed conflict (p.315).  Bell's stress on the causal role of ideas, rhetoric, and ideology will be congenial or not, depending at least partly on the reader's prior commitments.  But whether one cottons to the main arguments or not, this book is well worth reading for its engaging narrative backed by solid research.  Students of international relations will find much of interest in The First Total War, and they may find it worth comparing to the approaches of political scientists who have dealt with the same period, such as Stephen Walt (in Revolution and War) or Mlada Bukovansky (in Legitimacy and Power Politics).

Mitzen on Pinker

Although I've probably mentioned Steven Pinker's The Better Angels of Our Nature here before, I haven't previously discussed it at any length, for the excellent reason that I haven't read it. However, Jennifer Mitzen's review of the book in the current Perspectives on Politics is worth a post [the link is to a gated version; I haven't searched for an ungated version but there probably isn't one].

As many will know (including those who haven't read the 800-page book), Pinker argues that all forms of violence have declined since the Middle Ages and have declined especially sharply in contemporary times, with 'the West' being the center of this trend. Mitzen basically grants this, but argues that Pinker's approach induces a sense of complacency about the violence that remains, even though that is not his intent. In her words, while "absolv[ing] modernity and moderns" of responsibility for the violence of the past, Pinker "dull[s] our sense that it is important to care about, much less feel a sense of responsibility toward, the distant others still mired in violence."

It is tricky, of course, to argue about a book's (or any text's) effect on readers' sensibilities and feelings since, in these respects, no two readers will be affected in exactly the same way. Shaw's Heartbreak House, to take one example that comes to mind, might have caused some readers (or viewers) of the play to crusade against the pre-1914 arms race in Europe while at the same time inducing others to consider the prospect of starting their own munitions company. Good art is ambiguous (even when it appears to be preachy, as Shaw often does), and scholarship is also often ambiguous, at least in terms of its effects on the sensibilities of its consumers.

With that said: how, in Mitzen's view, does Pinker's approach induce complacency and a dulling of the sense that "it is important to care about...distant others...."?

Pinker's account of liberalism and modernity is, she writes, "airbrushed and uncomplicated." Thus, according to him, the French Revolution took a wrong turn not because of any tensions or contradictions in the Enlightenment but because, in Pinker's words, "many of the French philosophes from whom the revolutionaries drew their inspiration were intellectual lightweights" (hmm).

Mitzen criticizes Pinker's accounts of the Holocaust and the Rwandan genocide, which he depicts as having nothing to do with modernity, reason or science. I'm not sure exactly where I come down on that particular question. I do tend to think, however, that the legacy of the Enlightenment, although mostly positive, is, to use Mitzen's word, "mixed."

Her key point is that "[t]he mechanisms of Pinker's causal argument suggest that there is not a whole lot we as individual agents can or ought to do about the violence that remains, especially violence outside of the liberal West." Societies, in Pinker's view, will adopt 'reason' and reduce violence when they "are ready" (Mitzen's words) and until then we basically just have to wait. 

This makes Mitzen uncomfortable, and I understand why. On the other hand, I don't think she would be more comfortable with an approach that attempts to spread 'reason' by force. What we are left with is a sort of middle ground, in which societies are mostly left to chart their own paths but with 'the West' offering financial and/or other support to 'liberal,' 'modern' voices within them, while at the same time trying to temper global economic forces that may hinder political liberalization. As a general matter, I suspect that Pinker and Mitzen would both endorse that approach.

Reason of state and the ethics of statecraft

When was the last time a politician used the phrase "reason of state"? I'm not sure, but it must be quite a while. Phrases such as "the national interest" displaced "reason of state" in leaders' vocabularies long ago. But a brief historical look at reason of state may be interesting, at least (if you'll pardon the tautology) to those who are interested in this sort of thing.

The statesman most associated with the notion of raison d'état is Richelieu, who sided with Protestant princes/polities in the Thirty Years War, breaking the link between religion and foreign policy. Richelieu's main concern was to counter the Habsburgs, though not necessarily to defeat them: according to one historian, "French policy aimed to restore a balance in Germany, not to bring about a Protestant triumph" (R. Briggs, Early Modern France, 2d ed. 1998, pp.102-103). At any rate, as David Bell wrote last year in reviewing a recent biography of Richelieu, the Cardinal "was hardly the first European statesman to place national interest above moral or religious imperatives...."  No doubt that's true, but by now Richelieu's name is so firmly linked with reason of state that the connection is probably unshakeable.

While Richelieu is the politician most associated with reason of state, the writer most associated with the notion is Machiavelli, even though he never used the phrase. As Michel Foucault observed in one of his 1978 lectures at the Collège de France, the sixteenth- and seventeenth-century debates about reason of state were "conducted through" Machiavelli; the invocation of his name became, to some extent, a signaling device. In the debates of the time, opponents of Richelieu used the accusation of Machiavellism to signal that the lodestar of policy was the ruler's (in this case Louis XIII's) "whims or interests," not -- what reason of state more properly should have denoted -- an "autonomous and specific art of government," as Foucault put it. Writers more favorable to raison d'état were divided, some distancing themselves from the charge of Machiavellism, others praising the author of The Prince (see Foucault, Security, Territory, Population, trans. G. Burchell, pp.243, 245).

Controversies and polemics invoking Machiavelli began not long after the posthumous publication of The Prince in 1532, five years after his death. In 1559 the Church put all of Machiavelli's books on the Index of condemned works. Before that the English cardinal Reginald Pole had concluded that The Prince was devilish; Pole "issued a warning against Machiavelli" in his Apology for Emperor Charles V, which was "written in the late 1530s but not published for over two centuries" (R. Bireley,The Counter-Reformation Prince, 1990, p.15).

Some Protestant writers also fiercely criticized Machiavelli. A key event in this connection was the St. Bartholomew's Day Massacre (August 1572) in which several thousand Protestants were killed in Paris (and more in the following days in other parts of France). Many Protestants blamed Catherine de Medici, an Italian and a Catholic and the French king Charles lX's mother, for the massacre, though she intended not a mass killing but "the elimination of a relatively small group" of Protestant leaders (Briggs, Early Modern France, pp.21-22). However, Catherine's intentions were probably unclear to everyone outside her inner circle.
 

The Huguenot lawyer and writer Innocent Gentillet penned a Contre-Machiavel or Discourse against Machiavelli (the full title is longer; it was written in Latin in 1571 [thus actually before the St. Bartholomew Massacre], then published in French in 1576 and in English in 1602 [or 1608, depending on which catalog entry one goes with]). Gentillet linked Catherine de Medici to "Italian statecraft" as allegedly exemplified by Machiavelli. Gentillet's book, as Robert Bireley notes, "was the first attempt at a systematic refutation of Machiavelli and was to have a far-reaching influence on Catholic as well as Protestant authors."  Interestingly, Gentillet referred to The Prince as the "Koran of the courtiers" (Bireley, Counter-Reformation Prince, p.17). 

As mentioned above, Machiavelli did have defenders. There was an attempt or two to argue that his views were compatible with the Bible (see Foucault, Security, Territory, Population, p.245), and today at least a couple of scholars argue that Machiavelli was not hostile to Christianity (see C. Nederman's entry on Machiavelli in The Stanford Encyclopedia of Philosophy, here [with a good bibliography]). A considered view is that "Machiavelli's whole work is based on the contrast between ordinary Christian ethics and the ethics of statecraft...not an 'immoral' code of behavior, except by Christian standards, but a different code of morality, which wills the means to the noble end of civic survival" (S. Hoffmann, Duties Beyond Borders (1981), p.23). And "[r]ather than an abstract sovereign institution, the state, for Machiavelli, was nothing less -- or more -- than the government, the prince himself at home and abroad" (M. Doyle, Ways of War and Peace (1997), p.97).

One might argue that the notion of raison d'état lives on, albeit in sometimes very attenuated form, in two ways: first, through the mushy idea of the national interest; second, through the view, famously stated by Weber in "Politics as a Vocation," that politicians must always weigh the likely consequences of their actions rather than just acting in accord with a principle regardless of likely results -- though in this second case the connection to reason of state is debatable.

Following the Weberian line, various writers have argued that the ethics of statecraft is "situational." As Robert Jackson puts it (in The Global Covenant (2000), pp.135-36), "scholars of international ethics should...lay open the conduct of statespeople to appropriate moral standards" but also should take into account the circumstances in which that conduct occurs. Stated in this general way, the position leaves open the questions of which moral standards apply in a given case and which circumstances are the more or less relevant ones. But those questions are probably best debated and answered in the context of specific decisions. (Note: I don't entirely agree with R. Jackson that the ethics of statecraft is "conservative more than progressive" (ibid., p.139) but won't pursue this here.)

P.s. A post on this subject shouldn't neglect to mention Friedrich Meinecke's 1924 book The Idea of Reason of State in Modern History (later translated into English under the title Machiavellism).

Added later: The chronology in this post, I've sort of belatedly realized, goes in reverse: it starts with the 17th cent. (Thirty Years' War), then goes back to the 16th cent. The second inaugural

Apart from its content, i.e. considered purely as a piece of oratory, Pres. Obama's speech at his second inauguration was a beautifully crafted address, beginning with the central pillar of the national creed -- the single most famous sentence Jefferson ever wrote -- and ending in precisely the same place, with a reference to citizens' obligation to lift voices "in defense of our most ancient values and enduring ideas."

The basic conceptual content of the speech is firmly rooted in two major strands of the American political tradition: Enlightenment liberalism on the one hand and civic republicanism on the other. The former's emphasis on individual freedom is linked with the latter's emphasis on civic duty: thus "we have always understood that... preserving our individual freedoms ultimately requires collective action." And as citizens "you and I...have the power to set this country’s course."

The speech was seen by many commentators as an expression of full-throated liberalism (or progressivism). Richard Norton Smith called it "the most ideologically assertive" speech since Reagan's first inaugural, "this being the un-Reagan." Harold Meyerson (with whose politics I am more likely to agree) also made the Reagan contrast. Yet one should not overlook that there were certain parts of the speech, notably the emphasis on support for democracy abroad and the line about one person's freedom being inextricably linked to everyone's in the world, that would have been perfectly at home in a speech by Reagan or George W. Bush. The big difference from Reagan is in how Obama sees the role of the government, as an enabler and protector of, rather than threat to, individuals -- but this distinction is of course nothing new. And what some commenters called a "communitarian" emphasis in the speech is perhaps better seen, as I already suggested, as an expression of civic republicanism.

The commentators who stressed the speech's liberalism were using 'liberalism' in its contemporary U.S. political sense. Obama's speech, however, can also be seen as liberal in a more philosophical sense, as I indicated above. It is important here to distinguish liberal from radical. A very brief excursion into intellectual history may help. 

We don't have to go back to the Enlightenment philosophes or to those writers, discussed in J.G.A. Pocock's The Machiavellian Moment, who carried the tradition of Florentine civic republicanism into the Atlantic world. We can go back instead just a half-century, to Louis Hartz's 1955 book The Liberal Tradition in America

Hartz argued, among other things, that the U.S. had escaped many of the travails of the Old World because it had no indigenous feudal past. As Samuel Bowles and Herbert Gintis summarized it thirty years later, Hartz maintained that "the history of class antagonism in liberal capitalism is due not to inherent properties of the system itself but rather to its emergence from a system of feudal privilege...." (Bowles & Gintis, Democracy and Capitalism, 1986, p.30)  Lacking a feudal past, the U.S., in Hartz's somewhat rose-colored view, had escaped the history of class conflict and violent social upheaval that characterized large parts of Europe; the U.S. was thus "the archetype" of liberal capitalism, which Hartz saw, in Bowles and Gintis's words, as "intrinsically harmonious" (ibid.). Bowles and Gintis, by contrast, saw liberal capitalism as marked by a conflict between "the expansionary logic of personal rights" and "the expansionary logic of capitalist production" (ibid., p.29).

The much remarked-upon passage in Obama's speech in which he mentioned landmarks in the progress of civil rights for oppressed groups -- Seneca Falls, Selma, Stonewall -- traces this "expansionary logic of personal rights."  But unlike Bowles and Gintis in Democracy and Capitalism, Obama sees no conflict between the rising trajectory of personal (or group) rights and the imperatives of capitalism, provided that it's a capitalism whose worst excesses (including tendencies toward destruction of the environment) are curbed by state action, a capitalism enabled, not stifled, by legislatively enacted rules of the road. 

On the basic issue of whether liberal democratic capitalism is inevitably prone to internal conflict and contradiction, Obama thus is closer to Hartz. This President clearly is a believer in the possibility of harmony, of reason, progress, freedom, and all the other keywords of the Enlightenment. He also made a point of saying, toward the end of the speech, that fidelity to the founding ideals "does not require us to agree on every contour of life. It does not mean we all define liberty in exactly the same way or follow the same precise path to happiness." But action cannot wait for these never-ending debates to be resolved, he went on, implying that the thought of a resolution of those particular questions is an illusion anyway. In all these senses, Obama is a liberal, not some kind of radical. But then, we knew that already.

P.s. (added later): There were some omissions, I thought; for instance, Obama should have acknowledged the unacceptably high incarceration rate in the U.S.

Albert Hirschman on "the intended but unrealized effects of social decisions"

Note: I altered the title of this post slightly on 4/2/21. It's otherwise unchanged.

The death of Albert Hirschman prompts me to interrupt the break to quote a couple of passages from his The Passions and the Interests. First, from p.117:

In an old and well-known Jewish story, the rabbi of Krakow interrupted his prayers one day with a wail to announce that he had just seen the death of the rabbi of Warsaw two hundred miles away. The Krakow congregation, though saddened, was of course much impressed with the visionary powers of their rabbi. A few days later some Jews from Krakow traveled to Warsaw and, to their surprise, saw the old rabbi there officiate in what seemed to be tolerable health. Upon their return they confided the news to the faithful and there was incipient snickering. Then a few undaunted disciples came to the defense of their rabbi; admitting that he may have been wrong on the specifics, they exclaimed: "Nevertheless, what vision!"

Ostensibly this story pours ridicule on the human ability to rationalize belief in the face of contrary evidence. But at a deeper level it defends and celebrates visionary and speculative thought no matter if such thought goes astray. It is this interpretation that makes the story so pertinent to the episode in intellectual history that has been related here. The Montesquieu-Steuart speculations about the salutary political consequences of economic expansion were a feat of imagination in the realm of political economy, a feat that remains magnificent even though history may have proven wrong the substance of those speculations.
I wish I could quote the ensuing discussion in toto. There is a bit on pp.130-31, however, that is too good not to quote. Here Hirschman contrasts the "unintended effects of human actions," for which social scientists are often on the lookout, with intended effects that never occur:
Curiously, the intended but unrealized effects of social decisions stand in need of being discovered even more than those effects that were unintended but turn out to be all too real: the latter are at least there, whereas the intended but unrealized effects are only to be found in the expressed expectations of social actors at a certain, often fleeting, moment of time.
What's more, the original expectations that are not borne out are 
likely to be not only forgotten but actively repressed. This is...essential if the succeeding power holders are to be assured of the legitimacy of the new order: what social order could long survive the dual awareness that it was adopted with the firm expectation that it would solve certain problems, and that it clearly and abysmally fails to do so?
And there is a further consideration here. Writing in 1977*, Hirschman noted that "no twentieth-century observer" (p. 118) could maintain that the Montesquieu-Steuart view -- i.e., that commerce would have a peace-inducing, "gentling" effect on politics within and among nation-states, a view by the way that Marx (predictably) ridiculed (see p.62) -- had been vindicated by events, although Hirschman added that "the failure of the [Montesquieu-Steuart] vision may well have been less than total" (p.118). Fast forward to 2012. How does the Montesquieu-Steuart position look now? Perhaps somewhat better than it did thirty-five years ago? Or perhaps not.

*[note added 12/15/12, edited 1/26/16]: The book was published in '77 so the words were actually written earlier, and in the acknowledgments Hirschman says he wrote a first draft of the book in 1972-73. But nothing of consequence turns on precisely when in the 1970s the passages were composed, at least as far as this post is concerned.

Coates on Fitzhugh

Ta-Nehisi Coates, whose blog at The Atlantic I probably should get more in the habit of looking at from time to time, has been writing a series of posts reflecting on his reading of George Fitzhugh, one of the antebellum South's intellectual defenders of slavery, to whom I had occasion to refer here. In this post Coates quotes from Fitzhugh's Cannibals All and proceeds to observe, among other things, that Fitzhugh "almost has no regard of labor as an individual value." As I mentioned in "The Dignity of Labor", this is precisely one of the ways in which mid-19th-century Northerners answered Fitzhugh's critique of nascent industrial capitalism. But although Fitzhugh is, of course, defending an indefensible system, Coates finds some passages to admire, for instance here. I personally don't find these particular excerpts quite as riveting, but these things are subjective.

The dignity of labor

The 150th anniversary of the start of the Civil War, which occurred last month, has occasioned much reflection about the war’s legacy. While many of the specific antebellum debates about slavery may seem somewhat remote, the persistence of race and racial inequality as issues in American life means that the collective ear is still primed, from time to time, to pick up certain echoes of those debates. Many other echoes, however, have grown very faint; for instance, few non-historians today recall the antebellum controversy over ‘free labor’ versus slavery.

Some southern apologists for slavery argued, among other things, that free labor in the North amounted to ‘wage slavery’ and that northern factory workers and hired hands were actually worse off than African-American slaves in the South. In this respect these defenders of slavery, notably George Fitzhugh, "seemed to speak in Marxist accents," as Dennis Wrong notes.[1] But other defenders of slavery evinced a very un-Marxist contempt for manual labor in general. James McPherson draws attention to some revealing quotations (italics in original):
"The great evil of Northern free society," insisted a South Carolina journal, "is that it is burdened with a servile class of mechanics and laborers, unfit for self-government, yet clothed with the attributes and powers of citizens." A Georgia newspaper was even more emphatic in its distaste. "Free Society! We sicken at the name. What is it but a conglomeration of greasy mechanics, filthy operatives, small-fisted farmers, and moon-struck theorists?... The prevailing class one meets with [in the North] is that of mechanics struggling to be genteel, and small farmers who do their own drudgery, and yet are hardly fit for association with a Southern gentleman’s body servant." [2]
Abraham Lincoln and the new Republican Party of the time responded with a vigorous defense of free labor. However, as Eric Foner observes, Lincoln saw wage labor as a stepping stone that young men would take en route to becoming independent artisans, shopkeepers or entrepreneurs, rather than as a permanent feature of the American economy, though it was already becoming that in many cities in the mid-19th century, a process that would intensify after the Civil War.[3] The notion that work has an inherent dignity and overarching societal purpose–that, as William Seward said, "the free-labor system…brings into the highest possible activity all the physical, moral and social energies of the whole State"[4] – fit most comfortably with the world of Lincoln’s youth and young adulthood. It was more difficult to reconcile that notion with the working conditions and standardized production methods of mass manufacturing.

What of the dignity-of-labor ideal in ‘post-industrial’ societies? In an economy dominated by services in which a relatively small proportion of the population is engaged in direct production of tangible goods, it is still possible to speak of people taking pride in their work, irrespective of its nature, even irrespective of whether it is remunerated. But the ideal of the dignity of labor has slipped out of public discussion. Competitiveness is the lodestar of contemporary political-economic discussion in the U.S., along with debt and deficits. Attention is paid to the high unemployment rate, but as much for electoral considerations as any others. An attack by a right-wing governor on the right to collective bargaining sent thousands of people into the streets in Wisconsin, but that action was framed (quite understandably) as a defense of rights rather than primarily as a defense of the dignity of labor. And all sides use the discourse of rights. Thus laws restricting the prerogatives of unions are called right-to-work laws, and states where they are in force are known as right-to-work states -- as if the primary motive of such laws were to guarantee rights rather than to weaken unions. Ultimately, the meaning of 'rights' is determined by political struggles. As Samuel Bowles and Herbert Gintis put it: "Elements of a political lexicon – such as the discourse of rights – do not…have essential meanings…. Making history is often a matter of making language. But discourses are more often borrowed or stolen than created de novo. Faced with a restricted political vocabulary, political actors appropriate and transform tools that even hostile forces have labored to develop." [5]

Once slavery ceased to exist in the U.S., free labor had no polar antithesis to give it luster by comparison, and it tended to become, at best, just a fact rather than something to be widely celebrated. Critics of wage labor as exploitation could pursue their critique, secure in the knowledge that the surface similarities of their position to that of a George Fitzhugh probably would no longer be flung in their faces. This liberation, so to speak, of the critics of industrial capitalism arguably counts as one of the Civil War’s less-noticed consequences.

Prophets?

Hans Morgenthau having come up here recently (see my post of Jan. 28), I was interested to note this from Patrick Porter in which he describes his current project: a study of "U.S. defence intellectuals from Pearl Harbor to Iraq."
...starting with Walter Lippmann, it moves through Hans Morgenthau, Bernard Brodie, Edward Luttwak and finishing with Andrew Bacevich.

These figures are rich subjects in themselves, and they are powerful points of entry into a deeper study of the history of US self-criticism and pessimism...

The main argument is that these were Jeremiah figures – not cold technicians or detached ‘realists’, but prophets moved by a passionate ideology of their own that reworked European genealogies of skepticism about the American project. These are the figures we turn to repeatedly in crisis, so I thought a study of how their dissent and criticism ‘works’ and how they believed the republic could be re-educated in statecraft would be a nice little contribution to the growing literature on American strategic minds.

A great deal has already been written about Morgenthau and Lippmann, and the latter has been the subject of a superb biography, Ronald Steel's Walter Lippmann and the American Century. Still, grouping these two with Brodie, Luttwak, and Bacevich is interesting, partly because Brodie and Luttwak are much more easily classifiable as 'defense intellectuals' than Morgenthau, Lippmann or Bacevich. I bet the result will be worth reading (which is not an ironclad promise on my part to read it -- always useful to have an escape clause).

Morgenthau once more

An interesting post on realism (by dptrombly at Slouching Towards Columbia) raises the question of realists' attitudes toward public participation in, and influence over, foreign policy. The post suggests that Hans Morgenthau (1904-1980) and Henry Kissinger shared an elitism and a wariness about the participation of mass publics:
For the European realists who emigrated to the United States, mass politics was potentially the gateway to disorder and horror. Morgenthau’s “hidden dialogue” with [Carl] Schmitt is evident in both of their major works, and Kissinger’s admiration for Spengler and Metternich hardly lends itself to favorable opinions towards liberalism. Both thinkers acclimated themselves to their new homeland’s political traditions, but not without criticism. These German Jewish intellectuals inherited the Weimar-era sense of Verfallsgeschichte [history of decline] that seems rather lacking in the chastened internationalists and skeptical social scientists who practice and debate realist foreign policy today.
There is clearly some truth in this. In Morgenthau's case, however, Carl Schmitt was only one of several important influences on him; other influences, notably his mentor Hugo Sinzheimer, were on the left in Weimar's politics. (Sinzheimer was a prominent lawyer at the center of a circle of young leftist intellectuals.)

Fast forward to Morgenthau in his later years: From the late 1950s on, he developed a critique of American politics and society which informed his later strong and vocal opposition to the Vietnam War and which has been well analyzed by William Scheuerman in Hans Morgenthau: Realism and Beyond (2009). This critique, as expressed for example in The Purpose of American Politics (1960), drew on, among other things, a Tocquevillian concern about the threat of conformism and "the prospect of a novel form of mass-based or democratic despotism" (Scheuerman, p.189). This theme, which perhaps also reflected the wave of concern in the 1950s with the dangers posed by "mass society," does reflect a wariness of mass publics, and yet elitism does not seem quite the right word for it. Morgenthau in The Purpose of American Politics was also critical of capitalism in its consumerist guise and called for an expansion of the welfare state (Scheuerman, p.191).

Perhaps more significantly, in the 1960s a good deal of Morgenthau's writing about civil rights and other U.S. domestic issues strongly suggests that he thought too little democracy, not too much, was at the root of the country's problems. For example, in an essay published in Commentary (the old Commentary) in January 1964, Morgenthau began by declaring (echoing his Purpose of American Politics): "The unequal condition of the black American has been an endemic denial of the purpose for the sake of which the United States of America was created and which, in aspiration and partial fulfillment, has remained the distinctive characteristic of American society: equality in freedom." ("The Coming Test of American Democracy," reprinted in Morgenthau, Truth and Power [1970], pp. 209-210)

Morgenthau went on to argue in this piece (written shortly after John F. Kennedy's assassination) that the related problems of segregation and structural unemployment threatened a breakdown of democracy and a descent into violence. He observed that the governments of Southern states already were ruling by violence and decried the power exerted by Southern legislators in Congress. (pp. 213-214)

In the Epilogue to the 1970 collection Truth and Power, which is undoubtedly one of the most radical-sounding pieces Morgenthau ever wrote -- parts of it read as if they could have been written by, say, the authors of the Port Huron Statement (the founding document of SDS) -- Morgenthau saw the American student revolt as "a national manifestation of a world-wide revulsion against the world as it is," a world that "sacrifices human ends to technological means, as well as the needs of the many to the enrichment and power of the few," a world in which mechanized and bureaucratized institutions exercise unprecedented power over individuals, drain life of meaning, and confront the student with "a Kafkaesque [condition] ...of make-believe, a gigantic hoax where nothing is as it appears to be and upon which what he feels, thinks, aspires to, and does has no effect except to provide inducements for harassment and repression." (Truth and Power, pp.433, 434, 437).

American society, Morgenthau concluded here, had chosen preservation of the status quo over its original animating purpose. "Abroad, the United States has become the antirevolutionary power par excellence, because our fear of Communism has smothered our rational insight into the inevitability of radical change in the Third World. Our interventions in Indochina and the Dominican Republic are monuments to that fear. At home, our commitment to making all Americans equal in freedom has been at war with our fear of change and our conformist subservience to the powers-that-be." (ibid.,p.439)

And here is the last paragraph (p.439), which should be read in light of his belief that nuclear war under the then-prevailing trends was not only likely but virtually certain:

The extent of the repression in store for the dissenters will depend upon the subjective estimate of the seriousness the powers-that-be place upon the threat to the status quo. Considering the thus far marginal nature of the threat, society will need only resort to marginally totalitarian methods. The dissenters will people our prisons, our graveyards, our Bohemias, or -- as utter cynics -- our positions of power. Those last will not be unlike the Marxist-Leninists of the Soviet Union: They will mouth a litany of slogans which they not only do not believe in but which they also despise. Such a society can carry on for a while, like a body without a soul, but sooner or later it must either recover its soul -- that is, the purpose that has given it life -- or disintegrate from within. Perhaps, then, a new society, with a new purpose, will be built upon the ruins of the old; or perhaps nothing will be left but ruins for later generations to behold.
In sum, although Morgenthau was perhaps not an especially profound or original democratic theorist (his most acute insights lay elsewhere), he did come to insist that the normative core of liberal democracy ("equality in freedom" as he called it) had to be reflected in U.S. foreign policy, and that U.S. foreign policy, in order to be justifiable and effective, had to retain a very close connection to the country's moral foundations. If one still wants to label Morgenthau a classical realist, his version of classical realism is arguably quite compatible with an enlightened, egalitarian, and progressive version of liberal democracy.

International Relations and American political science: revisiting some disciplinary history

The disciplinary history of International Relations (IR) has been a scholarly growth industry in recent years. Articles and books have re-evaluated major writers and traditions and questioned the once-standard presentation of the field’s evolution as a series of stylized "great debates."

One result of this work is that more attention is being paid to the history of IR’s connection with political science. At least in the U.S. and in much of Europe, IR has ended up, for the most part, as a subfield of political science. To be sure, there are many scholars and analysts who "do" IR and are not political scientists, and there are many programs in international studies whose faculty and courses are drawn from a range of fields, but it remains the case that the majority of those studying IR in the academy are political scientists. However, the relationship between IR and political science, particularly American political science, has hardly been an uncomplicated romance.
 

"The growth of the discipline [of International Relations] cannot be separated from the American role in world affairs after 1945," Stanley Hoffmann observed in his 1977 essay "An American Social Science: International Relations."* He pointed to “a remarkable chronological convergence” between U.S. policy-makers’ concerns and scholars’ output:
"What [American] leaders looked for, once the cold war started, was some intellectual compass which would serve multiple functions: exorcise isolationism, and justify a permanent and global involvement in world affairs; rationalize the accumulation of power, the techniques of intervention, and the methods of containment apparently required by the cold war;...and reassure a nation eager for ultimate accommodation, about the possibility of both avoiding war and achieving its ideals."
Such an "intellectual compass" was exactly what many IR scholars furnished. And yet, Hoffmann went on to observe, a peculiarly American "quest for certainty" tried to purge from the discipline the inexactness that inheres in its subject matter, producing a drive for precision "that turns out false or misleading."**

This complaint echoed debates of two decades earlier, debates which are the subject of an article published last year. In "The Realist Gambit: Postwar American Political Science and the Birth of IR Theory," International Political Sociology 2:4 (December 2008): 281-304, Nicolas Guilhot looks at the period in the late 1940s and 1950s when behavioralism, with its positivist-empiricist and ahistorical style of inquiry, was becoming the dominant force in American political science. Guilhot describes a contrary tendency, a move to (in the words of the article’s abstract) "insulate the study of international politics from the behavioral revolution that was transforming the practice of political science in postwar America."

Two of the key figures in this countermovement were Hans Morgenthau and his former student Kenneth Thompson, who was at the Rockefeller Foundation from the mid-1950s to the mid-1970s (and who later became director of the Miller Center of Public Affairs at the University of Virginia). Trained in international law (as were a number of other émigré IR scholars of the same generation, e.g. Arnold Wolfers and John Herz), Morgenthau was, as Hoffmann puts it, "steeped in a scholarly tradition that stressed the difference between social sciences and natural sciences." As an heir to that tradition and author of a book called Scientific Man versus Power Politics, Morgenthau was, not surprisingly, averse to behaviorialism, a type of social science that, to quote Hoffmann again, "suffered from ‘hyperfactualism’ and conformity."*** Nonetheless, as Guilhot points out, Morgenthau spoke of the importance of "general laws," which Guilhot interprets as mainly a strategic move on Morgenthau's part to gain a hearing and as "a tactical weapon against liberal historians and legal scholars" (p.296). (Other interpretations are possible: there are more sides to Morgenthau than this article suggests.)

In the often told and sometimes oversimplified story of IR’s so-called "first debate," Morgenthau and his fellow realists took on the illusions supposedly fostered by the liberal internationalists of the interwar period (Alfred Zimmern, James Shotwell, Nicholas Murray Butler, et al.).**** However, as Guilhot writes (p.296), Morgenthau, Thompson, and their allies believed that "the critique of interwar liberal internationalism…could not be complete without a simultaneous critique of the behavioral sciences, which were seen as responsible for the further depoliticization of social [science] and IR typical of liberalism." This stance led to an effort to set IR apart, to distinguish it from the direction in which "mainstream political science" was traveling in the postwar period. (p.283) At a paper prepared for a May 1954 conference, Morgenthau insisted – in words Guilhot italicizes – that: " 'A theory of international relations, to be theoretically valid, must build into its theoretical structure, as it were, those very qualifications which limit its theoretical validity and practical usefulness.' " (p.297) These "qualifications" amounted to the view that, as Morgenthau put it, "in reality you can only rely on a series of informed hunches." (quoted, p.297)

Guilhot’s article, based partly on research in the Rockefeller Foundation archives and also on a reading of academic publications from the period, throws light on the intellectual quarrels of the era. He sets the IR debates of the 1940s and 1950s in a wider context, emphasizing that they were "part of a discipline-wide conversation involving all the branches of political science" that centered on "the legitimacy of political science as a scientific project" (p.285) in the wake of the upheavals and catastrophes of the 1930s and 1940s which social science had done little or nothing to help avert. He also notes a kind of dilemma of certain postwar realists, who were caught between their need to distinguish themselves from so-called idealists, sometimes by using the language of "science," and their simultaneous desire to "protect" IR from behavioralism, a desire that, in terms of the rhetoric of "science," pulled them the other way. There is, in short, a lot of rich material in this article, much of which cannot be summarized here.

That said, the article also has a couple of weaknesses. First, Guilhot equates a strand of postwar American realism with "IR theory," period. Guilhot maintains that "the ‘theorization’ of IR was essentially meant to…make it immune to the cues of behaviorialism" (p.282) and that "the theory of IR was developed by [the Morgenthau-Thompson] group as a way to secure a space for its alternative vision of politics and scholarship" (p.282, emphasis in original). However, this use of the phrase "the theory of IR" implies, dubiously, that only this group was producing theory and thus, perhaps, tends to confuse more than it clarifies. Guilhot himself notes that "the postwar triumph of the 'realist' approach to international politics concealed deep discords within the ranks of the realists themselves" (p.301), disagreements that had to do with their attitudes about the utility of social-science methods and, more broadly, the degree of their skepticism about the possibilities of taming or moderating power politics.

More importantly, Guilhot’s judgment that the 1950s "realist gambit" was ultimately a failure (p. 300) exaggerates the current prevalence of behavioralist and rational-choice approaches. It is true, of course, that IR did not become separate from political science and in this sense the "gambit" did not succeed. Contrary to what Guilhot implies in his conclusion, however, "psychological, anthropological, or normative elements" (p.300) have not been banished from the tool kits or discourses of IR scholars. On the contrary, the field today is a cacophony of different approaches and orientations. If it were otherwise, scholars would not bother to publish exercises in "field-mapping."***** Admittedly, newly minted scholars who do a particular kind of work, involving for example the use of both quantitative and qualitative methods in the same study, may have an advantage in the current academic job market, at least in the United States. Hiring committees often seem to like candidates who can do quantitative work and are technically proficient. In this sense, self-consciously social-scientific norms prevail in the discipline. However, people continue to produce other kinds of work (some of it of equal or greater value), as a glance at the journals indicates. Indeed, the discipline of political science in the U.S. was engulfed in a much-noticed contest over these issues in recent years, as the "perestroika" movement charged that the field had tilted too far in a positivist, "scientific" direction. Today the large majority of IR scholars identify themselves as social scientists, but what counts as social science (or "good" or "real" social science) remains a matter of dispute, as it has for a long time. The debates of the 1950s discussed in Guilhot’s "The Realist Gambit" thus continue to reverberate, even if in a somewhat different key.

Tracking a phrase: "Speak truth to power"

A commenter on this post at The Monkey Cage discusses the phrase "speak truth to power," which, according to the commenter, stems from "a Quaker assertion of the eighteenth century" which was echoed in an American Friends Service Committee publication from the 1950s. The commenter also notes that the phrase was used by political scientist Aaron Wildavsky in the title of a 1979 book.

Another use of the phrase, one that predates Wildavsky, was in Hans J. Morgenthau's collection Truth and Power: Essays of a Decade, 1960-70 (Praeger, 1970). Morgenthau dedicated the book to one of his mentors: "to Hans Kelsen, who has taught us through his example how to speak Truth to Power." And in the prologue Morgenthau wrote:
"In the long run..., the voice of truth, so vulnerable to power, has proved more resilient than power. It has built empires of the mind and the spirit that have outlasted, and put their mark upon, the empires of power. On January 22, 1967, about thirty people demonstrated in Pushkin Square in Moscow against the arrest of four persons who had transcribed the court records in the trial against Andrei Sinyavsky and Yuri Daniel. One of the organizers of the protest, Khaustov, who was sentenced to three years at hard labor, admitted at his trial that he had read Kant and Hegel and that his reading of Kant 'made me see a lot of things in a new light.' The experience of the 1960's has dispelled the illusion that truth can show power the way in direct confrontation. But historical experience reassures us that truth can indeed make people 'see a lot of things in a new light.' And when people see things in a new light, they might act in a new way."
Not exactly the side of Hans Morgenthau that most students get in their introductory international relations classes, is it?

Riding to the rescue of the L-word

A review of:
Alan Wolfe, The Future of Liberalism (Knopf, 2009)

Apart from having the same first name, what do William Kristol and William Wordsworth have in common? If this riddle appeals to you, you may like Alan Wolfe’s The Future of Liberalism. An effort to restate liberalism’s tenets for a non-specialist audience and to show that liberalism remains superior to competing “isms” in its ability to cope with modernity, the book is best approached as a series of connected essays in persuasion, to borrow a phrase from John Maynard Keynes. However, even readers who are not fully persuaded will likely pick up some bits of new knowledge along the way.

So what about the two Williams, the poet and the neocon? According to Wolfe, Kristol and his fellow neoconservatives have a romantic sensibility that denigrates caution, realism, and common sense in favor of grandiose dreams of democratic triumphalism. Like Wordsworth -- who heaped scorn on “mere safety” in his pamphlet attacking the 1807 Convention of Cintra (which allowed Napoleon’s defeated army to withdraw from the Iberian peninsula) -- Kristol et al. have a dangerously “heroic” view of the world which substitutes wishful thinking for an analysis of inconvenient realities. The flaws in this worldview became all too evident in the immediate aftermath of the invasion of Iraq. In drawing a connection between nineteenth-century romanticism and present-day neoconservatism, Wolfe may be on to something. It’s true that Wordsworth celebrated the French Revolution (“bliss was it then to be alive, but to be young was very heaven”), and it’s hard to imagine Bill Kristol, had he been around in 1789, saying that -- but no parallel is going to be a perfect fit. As the book proceeds, Wolfe detects the malign hand of romanticism in other places, from the writings of the liberal Paul Berman to Michael Hardt and Antonio Negri’s Empire.

The Future of Liberalism revolves around several reiterated contrasts. Liberalism à la Wolfe sides with “interests” not “passions”; culture not nature; empiricism not “ideology” (a bad word in Wolfe’s lexicon). Wolfe’s liberalism is hopeful but cool, generous but ironic, committed unapologetically to its values but not in an overexcited, “ideological” way. This message is illustrated by various excursions into the history of ideas, featuring heroes (e.g., T.H. Green, Benjamin Constant, Lionel Trilling, John Dewey, Kant) and non-heroes (e.g., Carl Schmitt, Johann Gottfried von Herder, Marx, Rousseau, and, yes, Wordsworth). These excursions are generally well executed but they necessarily involve compression, and compression has its pitfalls. For example, anyone who wants to understand Max Weber’s famous distinction between an ethic of responsibility and an ethic of ultimate ends would be well advised not to rely too heavily on Wolfe’s brief summary of Weber’s “Politics as a Vocation.”

Wolfe’s liberalism has something in common with the tradition of political realism and its emphasis on the responsible exercise of power. “It takes ideological politicians to bring out the true virtues of realistic ones,” he writes (p.125), and he characterizes “a liberal global order” as one “in which as many governments as possible avoid romantic dreams, shun unrealistic expectations, and dampen religious and ideological enthusiasms.” (p.106) He says kind things about realists like Reinhold Niebuhr although the appropriation is partial: Niebuhr’s stress on responsibility is highlighted but not his view of the fallen nature of humanity. Wolfe’s preferred ground is Arthur Schlesinger’s vital center, “a place obviously distinct from the totalitarian right, but at the same time marked off from what Schlesinger [in 1948] called ‘doughfaced progressivism,’ which believes in ‘the more subtle sensations of the perfect syllogism, the lost cause, the permanent minority, where life can be safe from the exacting job of trying to work out wise policies in an imperfect world.’ ” (p.118)

This “exacting job,” however, is not one that Wolfe seems especially eager to take on. Admittedly his book is not intended to be a programmatic manifesto; he believes that liberalism’s philosophical basis is more in need of reviving than its programmatic ideas. But sometimes philosophical and programmatic considerations intertwine, and in these cases the book is less than satisfying.

The clearest example is Wolfe’s approach to the issue of equality. At the outset he writes: “How much actual equality there is in a society will vary from one to another, and one can imagine different kinds of liberal societies with different degrees of it. But any society that closes off opportunities for people to achieve their full human capacities, or that allows persistent inequalities to stifle the desire on the part of its least fortunate members to develop them, would not be a liberal one.” (p.12) This simultaneously suggests and evades a significant question: When do “persistent inequalities” become so persistent and deep-rooted that they stop being merely blemishes on a liberal society and start undermining its foundations? Consider the contemporary United States with its large underclass, astoundingly high incarceration rates, high levels of income and wealth inequality, and an educational system that relegates many children, especially poorer ones, to inferior schools from which only the unusually determined and lucky emerge with a decent education – at some point it becomes difficult to claim that such a society is giving a majority of its citizens opportunities “to achieve their full human capacities.” Wolfe endorses Michael Walzer’s view that there should be “a series of dams that prevent inequalities in some spheres of life from spilling over into others where they do not belong.” (p.82) Walzer’s Spheres of Justice divides the world into various domains – work, wealth, office, love, divine grace, and so on – and argues that different principles of just distribution apply in each. That’s fine in some ways, but it’s not much help in determining how much inequality in life chances is too much.

Wolfe says repeatedly that liberals want to maximize individuals’ ability to control their destinies, but the devil is in the details of how this principle is put into practice. Take welfare reform. Wolfe praises Bill Clinton’s abolition of Aid to Families with Dependent Children (AFDC) inasmuch as it represented a blow against dependency and the perpetuation of a “permanent welfare class” (p.248). On the other hand, “whether or not forcing mothers of young children into the workforce was the appropriate way to do this can and should be questioned, but the notion of overcoming dependency should not be.” (p.248) You can’t have it both ways: either ending AFDC was justifiable or it wasn’t. Wolfe’s discussion of equality and inequality would have benefited from a more thorough engagement with the tradition of democratic socialism, for which his occasional references to R.H. Tawney are not an adequate substitute. And when it comes to the transnational or global dimensions of inequality, Wolfe does not have much to say, apart from some fairly brief remarks on immigration and globalization toward the end of the book.

The Future of Liberalism has a thoughtful chapter on religion, which argues that liberalism properly understood is not hostile to religion and that freedom of religion is a meaningful principle worth defending. Here Wolfe’s hero is John Leland, a nineteenth-century “itinerant Baptist preacher from Massachusetts” and "the most important American never to have been the subject of a full-length biography" (p.165) who strongly supported separation of church and state and favored keeping organized religion out of politics, a position that Leland’s contemporary heirs in the Southern Baptist Convention have abandoned. In this chapter and elsewhere, Wolfe criticizes certain contemporary foes of liberalism, such as Stanley Fish, who, under the influence of postmodernism-poststructuralism, charge liberalism’s Enlightenment values with incoherence. He scores points against the postmodernists, which is useful if not especially novel. As already mentioned, however, socialist critiques of liberalism are either neglected in this book or treated summarily.

The book ends with a ringing plea for liberals to have the courage of their convictions and to recapture the spirit that animated the liberal accomplishments of the past. Wolfe’s decision to conclude in this way highlights what is perhaps the book’s most striking omission: its failure to acknowledge fully that liberalism’s problems of the last forty years have not been simply the result of liberals’ cowardice and complacency. The massive alterations in the operations of capitalism on both domestic and global levels, the weakening of organized labor in the advanced industrial countries (notably but not exclusively the U.S.), and reaction to the impact (real and perceived) of the movements of the '60s all had as much if not more to do with the electoral victories of Reagan, Thatcher, and some of their successors as did the timidity and miscalculation of their liberal opponents. Ideas don’t float freely, as Wolfe is well aware, and the best ideas don’t always win in the ideological marketplace; ideas exist in a context shaped by underlying economic and social forces, and a rigorous analysis of those forces is largely missing here.

Nonetheless and to end on a positive note, The Future of Liberalism makes me want to re-acquaint myself with the classics of the liberal tradition, and for that I thank the author.
